Konzertierte Verunsicherung angesichts Industrie 4.0 – Herausforderungen für die betriebliche Sozialpartnerschaft
Die Einführung von Industrie-4.0-Anwendungen ist aufgrund ihrer (potenziellen) Reichweite für die betrieblichen Akteurinnen und Akteure von grundlegenden Unsicherheiten in technischer, arbeitsorganisatorischer und beschäftigungspolitischer Hinsicht gekennzeichnet. Der Beitrag exploriert auf der Grundlage empirischer Fallstudien zur Einführung von digitaler Produktionstechnik in Industriebetrieben die dortigen Handlungs- und Entscheidungsbedingungen. Im Zentrum steht die Frage, wie nach Betriebsverfassungsgesetz mitbestimmungspflichtige Implementierungen von Industrie-4.0- Komponenten prozessiert werden und wie betriebliche Mitbestimmung in diesem Kontext praktiziert wird. Fokussiert werden insbesondere die betriebsinterne Relation von Management und Betriebsräten und die Handlungsmöglichkeiten der betrieblichen Interessenvertretung hinsichtlich konkreter, bereits vollzogener oder aber noch laufender Einführungsprozesse der Industrie 4.0.
The introduction of industry 4.0 applications implies considerable changes in terms of technology, work organization and employment politics in the perspective of the actors of industrial relations on the company level. The paper explores the conditions for decision-making and action of both management and works councils, based on empirical case studies on the implementation of digital production technology in in German manufacturing companies. The central question is how co-determination is being practiced under the condition that a basic consent for the implementation of industry 4.0 components by the works council is required by regulations of the Works Council Constitution Act. Special attention is given to the relationship of management and works council on the plant level,and the scope of action for works council representatives with regard to ongoing implementation processes of industry 4.0.
