Das Konzept Global Governance : Stand und Perspektiven
Das Konzept von Global Governance hat viele politische und wissenschaftliche Geburtshel-fer, aber bei allen Unterschieden in Begrifflichkeiten, Begründungen und Vorschlägen zu Problemlösungen eine gemeinsame Zielsetzung: Institutionelle Mittel und Wege zur koopera-tiven Bearbeitung von Weltproblemen und politischen Gestaltung der Globalisierung aufzu-zeigen. Zweck und Ziel von Global Governance können deshalb definiert werden als Ent-wicklung eines Institutionen- und Regelsystems und neuer Mechanismen internationaler Kooperation, die die kontinuierliche Problembearbeitung globaler Herausforderungen und grenzüberschreitender Phänomene erlauben. Diese Suchrichtung ist gerade angesichts der Krise des Multilateralismus infolge des Irakkonfliktes von besonderer Bedeutung.
In dem Report werden zunächst die theoretischen Wurzeln der Global Governance-Diskussion rekonstruiert und die Verbindungslinien zwischen der Global Change- und der Global Governance-Forschung skizziert. Darüber hinaus werden zukünftige theoretische Herausforderungen für die Global Governance-Forschung sowie Probleme der Umsetzung neuer Formen der Politik zur Gestaltung der Globalisierung herausgearbeitet. Letztlich präsentieren die Autoren die zentralen Knotenpunkte der internationalen Global Governance-Forschung. Die Studien wurde im Auftrag des „Forschungszentrums Karlsruhe. Institut für Technikfolgenabschätzung und Systemanalyse (ITAS)“ erstellt.
The midwives, both political and scholarly, that assisted at the birth of the concept global governance were many and various. Yet despite all differences in terminologies, lines of argumentation, and proposals advanced to address given problems, the concept has one overarching objective: to point to institutional means and ways suited to cooperatively deal with world problems and to politically shape the process of globalization. The purpose and aim of global governance may thus be defined as development of both an institutional and rule system and of new mechanisms of international cooperation that make it possible to deal on an ongoing basis with global challenges and transboundary phenomena. In view of the crisis of multilateralism that has emerged in connection with the Iraq conflict, efforts aimed in this direction are likely to prove to be of particular significance.
The authors contributing to the present INEF Report reconstruct the roots of the global governance discussion and trace the lines connecting research on global change and global governance. Furthermore, the contributions take a hard look at some of the theoretical chal-lenges which global governance research will have to face as well as some problems involved in harnessing new forms of politics to the end of shaping the process of globalization. Put in a nutshell, the authors focus on some of the most important research institutes and think tanks of the international global governance debate.
