Kompetenzorientierung im Katastrophenschutz : Entwicklung eines organisationsübergreifenden Kompetenzrahmens am Beispiel von Hochwassereinsätzen
Dieser Forschungsbericht präsentiert einen organisationsübergreifenden Kompetenzrahmen für den operativen Katastrophenschutz in Deutschland am Beispiel von Hochwassereinsätzen. Grundlage ist eine systematische Inhaltsanalyse von 332 Lernzielen aus Ausbildungscurricula der Deutschen Lebens-Rettungs-Gesellschaft (DLRG), des Technischen Hilfswerks (THW), der Feuerwehren, des Wasserbaus sowie des Rettungsdienstes. Die Lernziele wurden taxonomisch entlang der revidierten Lernzieltaxonomie nach Anderson und Krathwohl (2001) eingeordnet und in einer phasenorientierten Struktur (Vorsorge, Einsatz, Nachsorge) konsolidiert. Ergebnis der Analyse sind zwölf organisationsübergreifende Kompetenzcluster, die professionelles Handeln unter Unsicherheit, Zeitdruck und systemischer Komplexität strukturieren. Der entwickelte Kompetenzrahmen adressiert damit zentrale Anforderungen an professionelles Handeln in hochdynamischen Einsatzlagen und schafft eine systematische Grundlage für organisationsübergreifende Vergleichbarkeit. Der Rahmen wird im Sinne einer Kompetenzmatrix als ABCD-Modell der Katastrophenschutzdidaktik aufbereitet und liefert eine theoretisch fundierte sowie praxisanschlussfähige Grundlage für die Weiterentwicklung kompetenzorientierter Aus- und Weiterbildung, organisationsübergreifender Übungen und simulationsbasierter Lernszenarien. Das ABCD-Modell fungiert dabei zugleich als analytisches Ordnungsmodell empirisch gewonnener Kompetenzcluster sowie als didaktische Brücke zwischen Kompetenzbeschreibung und anwendungsorientierter Operationalisierung. Ergänzend wurden die empirisch gewonnenen Kompetenzcluster zu sieben organisationsübergreifenden Kernkompetenzen verdichtet und das ABCD-Modell (A1 - D3) operationalisiert, sodass der Rahmen nicht nur beschreibend, sondern als anwendungsorientierte Grundlage für Curriculum-Design, Training und Evaluation nutzbar ist.
This research report presents a cross-organizational competency framework for operational disaster response in Germany, using flood response as an illustrative case. The framework is based on a systematic content analysis of 332 learning objectives drawn from the training curricula of the German Life Saving Association (DLRG), the Federal Agency for Technical Relief (THW), fire departments, hydraulic engineering agencies, and emergency medical services. The learning objectives were taxonomically classified according to the revised taxonomy of educational objectives by Anderson and Krathwohl (2001) and consolidated within a phase-oriented structure encompassing prevention, response, and follow-up. The analysis resulted in twelve cross-organizational competency clusters that structure professional action under uncertainty, time pressure, and systemic complexity. The developed competency framework thus addresses key requirements for professional action in highly dynamic emergency situations and creates a systematic basis for cross-organizational comparability. The framework is developed as an ABCD model of disaster response didactics, serving as a competency matrix. It provides a theoretically sound and practically applicable basis for the further development of competency-oriented training and professional development, inter-organizational exercises, and simulation-based learning scenarios. The ABCD model functions simultaneously as an analytical framework for classifying empirically derived competency clusters and as a didactic bridge between competency description and application-oriented operationalization. In addition, the empirically derived competence clusters were condensed into seven cross-organizational core competencies and the ABCD model (A1 - D3) was operationalized, so that the framework can be used not only descriptively, but also as an application-oriented basis for curriculum design, training and evaluation.
